I use the following criteria to select my Chosen.
I first look at the listing of Most Plagues Cured - and assign 200 points to the number one ship, 190 to the second, and so on down to 10 points for the number 20 ship. Ships that are dedicated to curing plagues are doing the work of the Merciful One, and deserve to be rewarded.
I then look at the lists for Total Medical Skill and Medical Officer skill, assigning 100 points to the top ship on each list, 95 to the second, and so on down to 5 points for the number 20 ship on each list. A high Medical skill shows devotion to the interests of the Merciful One.
Please note that being Chosen of another Old One is not a factor. A ship can be Mighty, Wise, Merciful, and Fierce - they are not mutually exclusive.
The following table shows my current Chosen and their rankings as of turn 1125. Note that some of my Chosen are ships that asked nicely when we met and some are newer ships that were Chosen to allow enlightenment or uncursing of artifacts. These ships will remain Chosen until I have a reason to remove them from the list - but will be the first to go if that time comes (after a suitable grace period).

I will give ships on this list the option of becoming Chosen of the Merciful One in the order of their ranking - with the exception of Borg, who has offended the Merciful One by twice attacking his Prophet at Olympus.
Political affiliation has no impact on Chosen status. The Merciful One does not care if you are a member of the UPF or have been declared a criminal by them. If you have done enough work of the Merciful One to earn a ranking on the above lists, you are eligible for Chosen status.
